For this Phase to be complete there should be either a web portal (combined with the server created in the previous phase) which can have an excel document uploaded to it, parsed then feedback reported back to the user or an email sent to a specific address (possibility TBD) as an attachment which is then parsed and feedback sent back to the original sender. If errors occur then it also CC's Lizzy (or other maintainer) into the email with error messages at the bottom.

Web portal may require use of AJAX. Email do-ability will be interesting
